Marinus Scheffer, BSc, MSc, PEng
Position: Principal⁄Senior EngineerWith Scheffer Andrew Ltd.: Since 1999Credentials: Licensed Professional Engineer in Alberta and British Columbia, B.Sc. in Civil Engineering (with Distinction) from the University of Alberta (1968), and M.Sc. in Civil Engineering (Transportation) from the University of Berkeley, 1972.Experience: In 1968, Rien began his professional career with Stanley Associates Engineering Ltd., and by 1976 had become the Senior Transportation Engineer for the Calgary office. In 1976 Rien started his own private engineering consulting firm, Scheffer Consultants Ltd., which focused primarily on transportation and land development projects. The firm merged with J.R. Andrew Associates in 1999 to form Scheffer Andrew Ltd.
Rien’s primary fields of practice are transportation and land development engineering. He has had extensive experience in the planning, design and construction of roadways, highways, freeways and interchanges throughout western Canada, traffic planning and impact studies for three levels of government and numerous private developers, and in engineering for residential, commercial and industrial subdivisions throughout Alberta.
On numerous occasions, Rien has provided presentations and expert evidence to hearings, boards and courts in Alberta and British Columbia. Rien is a member of several professional associations, including: Association of Professional Engineers, Geologists and Geophysicists of Alberta; Association of Professional Engineers of British Columbia; Institute of Transportation Engineers; the Roads and Transportation Association of Canada, and the Urban Development Institute.
John R. Andrew, MCIP, RPPPosition: Principal/Senior PlannerWith Scheffer Andrew Ltd.: Since 1999Credentials: Masters Degree in Environmental Studies (Urban and Regional Planning) from York University, 1977.Experience: John has been a professional planner in Alberta for 30 years, having worked for the City of Edmonton, the Yellowhead Regional Planning Commission, the provincial government, and for three private consulting firms.
In 1995, John started an independent planning consulting practice which he combined with Scheffer Consultants in 1999 to form Scheffer Andrew Ltd. John has extensive experience in the preparation and amendment of development plans, municipal plans, zoning/land use bylaws, and subdivisions. John has also been involved in several transportation/utility corridor planning projects, and has prepared several lake management plans. He and his staff prepared, for Alberta Municipal Affairs, a workshop for new Subdivision and Development Appeal Board members and has presented it numerous times throughout the Province.
John and his staff did the planning for Stage 8 of the Griesbach Neighbourhood in Edmonton, a LEED Neighbourhood pilot project. John has provided expert testimony to various appeal boards in Alberta, and has conducted many public consultation programs for major projects. John taught in the program for planning technicians at the Northern Alberta Institute of Technology and currently teaches a course on Planning & Zoning for the Edmonton Real Estate Board.
Patrick D. Hallonquist, P. Eng.
Position: Principal/Senior EngineerWith Scheffer Andrew Ltd.: Since 1999Credentials: B.Sc. in Civil Engineering, with Distinction, U of Alberta (1988)Experience: During his 20 years experience, Patrick has been involved in a wide range of projects in the areas of land development, municipal works, and transportation studies. He has also been instrumental in establishing the CADD system and drafting standards for the company. He specializes in engineering design for Site Development projects, and provides expertise in computer modelling for stormwater management studies.
Mike Gourley, BES, RPP, MCIP
Position: Branch ManagerWith Scheffer Andrew Ltd.: Since 2008Credentials: B.E.S. with Honours, U of Waterloo (1978), Courses in Planning Law, Land Economics, Appraisal of Real Property and Environmental Risk Management, U of AlbertaExperience: Mike has 30 years of experience working in public sector, private sector and land planning and development consulting. His area of practice includes planning services, highest and best use studies, industrial park development, and acquisition / disposition advisory services. He has a strong transportation background, with an emphasis on rail transportation and the development of industrial facilities. Mike is full member of the Canadian Institute of Planners, Alberta Association Canadian Institute of Planners and the Urban Development Institute. He also served as a Director for the City of Edmonton Management Association.
Position: Engineering ManagerWith Scheffer Andrew Ltd.: Since 2011Credentials: B. of Eng., Civil Lakehead University (1995), Civil Eng. Tech Diploma, NAIT (1993)Experience: Jason has over 15 years of experience in the land development and municipal engineering fields as a consulting engineer as well as a development manager for a private developer. He has experience in planning, design and construction of residential, commercial and industrial developments, as well as evaluation and upgrading of existing infrastructure for both municipal and industrial projects.
Position: Senior CADD Technologist With Scheffer Andrew Ltd.: Since 2003Credentials: NAIT diploma in Engineering Design & drafting 1985. AutoCAD training Oct 2006 & May 2008Experience: Les has over 20 yrs experience in the design and drafting of subdivisions, commercial sites and arterial roadways. He has experience with projects for Municipalities, private developers and large plant sites. Les also has experience in the related field work and survey layout. Duties include training/mentoring new employees, AutoCAD manager and CADD standards for the Edmonton office.
Tammy Carignan, P. Eng.
Position: Land Development EngineerWith Scheffer Andrew Ltd.: Since 2002Credentials: B.Sc. in Civil Engineering, U of Alberta (2001)Experience: Tammy has been involved as a design engineer in a wide range of land development and municipal work projects. She is currently the project manager for the firm’s projects in Edmonton. Tammy is a member of The Association of Professional Engineers and Geoscientists of Alberta (APEGA), the Urban Development Institute (UDI) greater Edmonton chapter and the Western Canadian Water and Wastewater Association.
Position: Designer/CADD OperatorWith Scheffer Andrew Ltd.: Since 2001Credentials: Diploma in Engineering Design & Drafting Technology, with honours, NAIT (1986)Experience: Michelle has experience in drafting and design of land development projects, transportation design, urban planning, public works and water resources and the drafting of construction drawings using MicroStation for numerous projects in the city of Edmonton and various other projects across Alberta. She is currently the Drafting Supervisor for the Edmonton office.
Ryan Henschel, C.E.T., NCSO

Ryan is also in charge of the safety program. His responsibility includes; development and review of hazard assessments, developing and presenting safety meetings, working with branch safety officers to ensure compliance with Scheffer Andrew Ltd.'s safety program and Provincial and Federal legislation, and overseeing all aspects of Scheffer Andrew Ltd.'s safety program.

Position: Project EngineerWith Scheffer Andrew Ltd.: Since 2005Credentials: BSc in Civil Engineering, U of Alberta (2002)Experience: Prior to joining Scheffer Andrew Ltd., Thang worked as a technologist for the City of Edmonton Drainage Services Branch. Thang’s current responsibilities include preparing preliminary engineering servicing studies, detailed design of industrial/commercial and residential development projects, storm water management studies and water network analyses.

During the past 5 years he was responsible for the design of a number of arterial roadway projects in the City of Edmonton funded through private development as well as through the City itself. Darrin is a member of the Association of Professional Engineers, Geologists and Geophysicists of Alberta.
Aime Stewart, RPP, MCIP
Position: Senior PlannerWith Scheffer Andrew Ltd.: Since 2004Credentials: B.Sc. with First Class Honours in Geography, U of Alberta (1985), Applied land Use Planning Certificate with Distinction (2006)Experience: Aime is responsible for providing planning services for various municipalities in Alberta which also includes the processing of subdivision and development applications. For the private sector, Aime is responsible for design, rezoning, subdivision and statutory document preparation in order to obtain planning approvals for a development and the liaison with the respective municipality to facilitate the review and approval process. She is a full member of the Canadian Institute of Planners and is an active member of the Alberta Development Officers Association.
